The Emperor’s Birthday is celebrated as a national holiday. On  the day of this grand event, the Imperial Palace, which is usually off limit to the public, are opened to public traffic. People congratulate the emperor by waving small Japanese flags. The imperial family appears on the palace balcony to acknowledge the birthday congratulations. The emperor greets the gathering with a speech, after which both the crowd and the imperial family wave to each other. The Emperor also receives greetings from the members of the Imperial family, prime minister, Parliament chairman and councilors. Then a special tea ceremony is held for ambassadors of different countries.
