1)clean whole fish
2)place fish on plate,insert ginger,garlic into the fish.season fish with light soy sauce,rice wine,white pepper for 10 mins cut tomatoes and put on the fish.
3)prepare steamer with hot boiling water.
4)place fish on the steamer and steam for 12 to 15 mins
5)garlic,ginger,spring onion put on the fish with 1 table spoon of hot oil.
